A Mixed Legacy: The Biden Presidency
Amidst widespread criticism of President Joe Biden’s perceived support for the actions in Gaza and his reluctance to exit the presidential race, effectively handing victory to Trump, it’s crucial to recognize that his tenure wasn’t solely defined by failures. Before the events of October 7th, many progressives lauded Biden for his strong domestic initiatives that diverged from traditional neoliberal policies, even sparking envy in his former ally, Barack Obama. While the latter part of his presidency may be viewed as catastrophic, the earlier years represent a lost chance that defined the decade. Biden’s administration succeeded in passing a significant climate bill and appointing Lina Khan as the FTC chair, marking substantial progressive achievements. Biden demonstrated the potential impact of transactional politicians like himself and Ed Markey, provided they receive adequate support from their constituents. David Dayen of The American Prospect noted that Biden’s tenure was a blend of significant successes and failures, characterized by contradictions.
The disparity in Biden’s approach to Ukraine and Gaza starkly highlighted these contradictions. His unwavering support for Israel, despite accusations of genocide, starkly contrasted with his stance on Ukraine, undermining post-WWII global norms in ways Trump never did. A senior G7 diplomat confided to the Financial Times, expressing a loss of influence over the Global South, signaling a disregard for international norms and rules moving forward.
Biden viewed himself as a foreign policy president, priding himself on his global actions. However, his presidency may be remembered for demonstrating that the U.S., irrespective of its leader, pursues its interests under the guise of international order. This realization opens opportunities for Russia and China to forge new pathways in global relations.
Post-Biden, the international landscape will undoubtedly change. Many nations hoped Biden would restore U.S. leadership, yet they observed a directionless approach, often seeming to concede U.S. influence to external actors like Benjamin Netanyahu. Biden’s policies expanded the global sanctions network, pushing many into an alternative financial system and, despite his investments in NATO and opposition to Russia, his inability to distance himself from Trump potentially nullified his European achievements. His foreign policy, especially his significant win on semiconductors against China, often seemed to confuse rather than clarify American intentions globally. His campaign promise to unite seemed ironically to contribute to division both internationally and within his party.
The Stain of Gaza and Domestic Disappointments
The issue of Gaza has become a significant point of contention within the Democratic Party, with Biden’s policies reflecting a broader American hypocrisy that has been criticized since before the 9/11 attacks. Biden’s inability to influence Israel, as past Republican presidents had, showcased him as ineffective or, at worst, complicit in what many see as genocide.
Alexander Ward, in his book The Internationalists, mentions a Biden administration official’s frustration with the lack of effort in resolving the Israeli-Palestinian conflict, stating, “Not a fucking second of effort.”
Biden’s foreign policy legacy is now inextricably linked to Gaza, tarnishing his record permanently with the term genocide and alienating young Democratic voters. A YouGov survey revealed that the top reason for voter abstention in 2024 wasn’t the economy or immigration but Gaza, highlighting a missed opportunity for Kamala Harris to differentiate herself from Biden’s controversial policies.
Harris’s inability to distinguish her policies from Biden’s may have contributed significantly to her failure. While the Harris team often blamed the political environment, much of this atmosphere was shaped by Biden’s own unpopularity. Although conservative and liberal economists might debate the extent of Biden’s influence on inflation, his failure to communicate the benefits of his Inflation Reduction Act left many unconvinced of its efficacy.
Biden’s term saw him grappling with his ego, which often overshadowed his administration’s successes. His defensive stance on policy criticisms, especially those highlighting ongoing economic struggles, did not resonate well with the public. The Democratic Party’s reliance on media to relay their successes instead of taking direct action only exacerbated their disconnect with voters.
Ultimately, Biden’s presidency may be remembered for opportunities lost rather than gains made, leaving the Democratic Party grappling with decreased support across various demographics and questioning its future direction.
